Cycles was build by Brecht van Lommel as an integrated renderer for Blender. It has some really nice features and it is free. Brecht is since 2014 part of the Arnold crew where he will hopefully help to implement OSL for Arnold. But Cycles is still under active development and since 2013 they moved to a more open license system. Cycles has a GPU mode in which buitin shaders can be used and a CPU mode in which you can create your own OSL shaders.

With the newer licensing scheme, it it more attractive to develop interfaces for DCC packages. One of the first commercial ones is the plugin for Cinema4d from Insydium.
